This sort of skill required a player to spend time doing quests to raise its rank, but where would he find the time and effort to do that? As such, he could only use it as often as he could when he had nothing better to do and slowly raise its rank. Therefore, the difference in rank between him and the average player slowly widened, giving him more and more question marks every time he used Appraisal.
